IRDP Licensing Process Workshop for the Poland National Atomic Agency in Warsaw, Poland

During the week of November 27, 2017, AdSTM instructors, Dr. Charles Miller and Mr. Mark Tonacci, and Mr. Peter Hughes, representing the International Atomic Energy Agency (IAEA), presented the Licensing Process Workshop to Poland’s nuclear regulator, the Panstowowa Agencja Atomiskyki (PAA). The workshop was conducted in Warsaw, Poland, as a collaborative effort between the International Regulatory Development Partnership (IRDP) and the IAEA Technical Cooperation programs. The Licensing Process Workshop was focused on steps needed to prepare for, review, and issue a Construction Permit for a nuclear power plant. The instructors presented on the United States (US) Nuclear Regulatory Commission, the Great Britain Office of Nuclear Regulation (ONR), and the International Atomic Energy Agency (IAEA) licensing approaches. Topics included Laws, Regulation and Guidance; Licensing Basis, Licensing Process for a Construction Permit; and Development of Staff, Roles and Responsibility. This workshop was presented as a combination of lecture and exercises designed to identify future developmental steps for an emerging regulator. Through extensive discussions with the PAA staff and management, a plan was developed to further develop Poland’s regulatory capabilities. Participants were highly engaged in sharing current regulatory and organizational capabilities during the workshop, which will be used in development of future planning needs.
